The Information Commissioner’s Office (ICO) has published a consultation document on its immediate future strategy as it transitions from a single Information Commissioner structure to a Commission structure with a non-executive Chair, Board and separate CEO in the autumn.

The consultation, which is open until 23 August, seeks views from members of the public, organisations, stakeholders and parliamentarians on the regulator's draft purpose, strategic outcomes, and regulatory and transformation priorities.

The strategy is framed by the structural reforms made under the Data (Use and Access) Act 2025, which confirmed the ICO's transition from a single Information Commissioner model to a Commission structure with a non-executive chair, a board and a separate chief executive. The ICO said the change modernises the organisation, strengthening resilience and bringing greater diversity to its strategic direction.

The regulator described its draft strategy as providing direction and clarity to stakeholders and staff during an important transition. It succeeds ICO25, the three-year strategic plan published in July 2022 under the "empowering you through information" banner, which has remained the organisation's operative strategy well beyond its original horizon.

The consultation lands in what the regulator has previously described as a pivotal year, with the restructuring to the Information Commission due to complete alongside the publication of the next multi-year corporate strategy and the appointment of a new board.

The survey covers background information about respondents followed by views on the draft purpose, strategic outcomes, and regulatory and transformation priorities.
